What to Expect at your Senate District Caucus

Call to Order
Your Senate Caucus should be called to order promptly at 3:00 pm in the assigned room by one of your two SDEC Members. If neither SDEC member is present, any Delegate from that Senate District can call the caucus to order. If you do not finish your Senate District business, you must recess by 5:00 pm to give participants ample time to get to the floor for the 6:00 pm Convention Call to Order. If you Senate District does not finish its agenda within the allotted two hours, your Senate Caucus must reconvene once the Convention has been recessed on Friday night.

You should reconvene your Senate Caucus at its assigned space no later than 15 minutes after the Convention recess.
Elevation of Alternates to Delegate Status

At 2:30 pm, the Credentials and Registration will be brought to your meeting room. (Senate District sign-in booths will be closed during your Senate caucus, and all credentials distributions will be in your caucus/meeting room.)
Each County/Senate District Delegation Chair will be given slips with the names of any absent delegates. (SDEC members will determine who is missing from their delegation; the SDEC members will write the names of the missing delegates on the slips and will work with the Delegation Chair to find Alternates to raise). Delegation Chairs should be ready to select Alternates to replace those missing Delegates. When it is determined which Alternate is replacing the Delegate, the Delegation Chair will fill in their name on the slip, sign it, give it to the Alternate and send him/her to the Credentials volunteer to sign-in and get their credential. (Raised Alternates must be from the same county and senate district as the absent Delegate. The Alternate chosen does not have to be from the same precinct as the absent Delegate.)

Voting Procedures

By rule of the Party, there can be no secret ballots. All balloting can be by voice, show of hands, roll call, or other means. A written ballot may be used if it is signed by the voter and the ballots are maintained for inspection during the entire caucus. No paper ballot may be counted if not signed.
All elections are by majority vote. If no candidate receives a majority (i.e. 50% plus one), then a run-off election shall be held. The individual who receives a majority from the runoff will be the winner of that election.
EVERY election is independent of any other election. (In other words, it is not permissible to hold an election with the top vote-getters being awarded positions.)
Nominations may be conducted in various manners. Self-nominations are permissible, and in the interest of time, are highly encouraged.

All committees (other than Credentials) meet at 8:00 am Saturday morning. Members elected to the Permanent Credentials Committee will start meeting at approximately 6 p.m. Friday evening, June 6th.

Order of Business
1. Call to Order of Senate District Caucus
2. Elevation of Alternates to Delegate Status
3. Election of a Delegation Chair. (This person may be any person who is a duly-seated Delegate. Their role is to Chair the Senate Caucus meeting and conduct any votes or other assigned duties on the Floor of the Convention).
4. Election of a Member of the Permanent Credentials Committee. (This Committee reviews the report of the Temporary Credentials Committee, hears any additional challenges, and presents the Permanent Roll of the Convention by adoption by the Convention.)
The following items may be done in any order upon motions adopted by a majority vote of your Senate Caucus; however, it is highly recommended that you conduct the general business of the Senate District caucus first (i.e. electing Committee members, SDEC members, presidential electors) before you break into presidential preference caucuses to elect your preference's share of the Senate District Delegates/Alternates. Below is a suggested order of business:
Election of a Member of the Platform Committee.
This Committee perfects the draft Platform presented by the Chair's Advisory Committee on the Platform and recommends a Platform for the November General Election for adoption by the Convention.
Election of a Member of the Resolutions Committee.
This Committee reviews Resolutions adopted during precinct, county and senatorial conventions and recommends Resolutions for adoption by the Convention
Election of a Member of the Rules Committee.
This Committee reviews temporary rules adopted since the last State Convention by the SDEC and recommends any proposed amendments to the permanent Rules of the Texas Democratic Party
Election of a Member of the Nominations Committee for Party Officers.
This Committee shall nominate the officers of the State Party, nominate the Members of the DNC and present the SDEC members recommended by their respective Senate District Caucuses
Election of a Member of the Nominations Committee for At-Large Delegates
This Committee nominates At-Large Delegates and Alternates for the Democratic National Convention
Election of a Candidate for Presidential Elector. Each Senate District makes one recommendation, except SD 13, 14 and 23 which make two.
Presidential Electors will meet in the State Capitol in January and vote for President if the Party's nominee wins in November
**It is highly encouraged that coin flip be conducted at this point to determine whether the SDEC Committeeman or Committeewoman election will be conducted first**

Note: Anyone can run for SDEC seats, Presidential Elector and DNC seats. The only seats that are Delegate-specific (i.e. only Delegates may run for those seats) are the 6 Permanent Standing Committees.
Election of Delegates and Alternates as allocated by the Presidential Primary to the Democratic National Convention.
The order of the elections will be provided in the Senate District packet given to your SDEC member at the start of the Senate District caucus.


How to Sign In for Your Credential


All Delegate and Alternate credentials will be distributed from Senate District booths in Exhibit Halls 1 and 5 (SDs will be split between the two halls). Registration begins at 7:30am on Friday morning and runs through 7:00pm that evening.
Distribution will be conducted by SDEC members and volunteers with campaign monitors also viewing the process.
To pick up your credential, you must present ID. Forms of ID acceptable under the Texas Elections Code for voting purposes are acceptable. These forms include:
1. a driver's license or personal identification card issued to the person by the Department of Public Safety or a similar document issued to the person by an agency of another state, regardless of whether the license or card has expired;
2. a form of identification containing the person's photograph that establishes the person's identity;
3. a birth certificate or other document confirming birth that is admissible in a court of law and establishes the person's identity;
4. United States citizenship papers issued to the person;
5. a United States passport issued to the person;
6. official mail addressed to the person by name from a governmental entity;
7. a copy of a current utility bill, bank statement, government check, paycheck, or other government document that shows the name and address of the voter; or
8. any other form of identification prescribed by the secretary of state.
Delegates and alternates will have separate lines to sign in on different sign-in sheets at the same booth. The sign-in sheet for Delegates will also serve as the presidential preference poll. Sign in sheets will be alphabetized by County within each Senate District.
Delegate and Alternate sign-in sheets are already filled in with the Delegate/Alternate names and each will have been assigned a unique badge number. Each sign in sheet will indicate how that person was elected from their County/Senate District which will help facilitate locating a replacement Alternate to elevate should a vacancy occur.
Once you have registered and received your credentials, Delegates and Alternates are free to attend any caucuses, check out exhibits, etc.
Note: At 2:30pm, Senate District booths in the exhibit halls will close in preparation for the Senate District Caucuses. At this time, SDEC members, TDP volunteers and Campaign monitors will take the remaining credentials to the Senate District caucus room where TDP volunteers will continue the credentials distribution process within the Senate District caucus. This will allow the SDEC members from that Senate District to participate in the caucus as well.
